The state has stopped buying roads and started buying their operation

India is buying ropeway supervision on build, finance and operate terms at Kamakhya, Govindghat and Sonprayag

The appointments of independent engineers for three ropeway projects are currently active: that is, Kamakhya to Govindghat for Hemkund Sahib Ji, and Sonprayag to Kedarnath. In all three cases, the projects involve design, construction, financing, operation and transfer. With DBFOT, the winner is responsible for building, financing, and operating it. The engineer in charge oversees an asset that must function.

Construction work on the ground is difficult due to steep slopes, short weather windows, the need to crane or carry everything, and the pilgrimage timetable that dictates when a route can be closed. Supervision must account for all these factors. If you've included hill terrain in your design, then you've already got most of what is required here. The cable aspect is the one that involves special knowledge.

Who should act

Civil contractors with expertise in hill terrain, specialists in foundations and access, and independent engineers who have overseen an asset in operation rather than only the construction phase should be noted by the cable, drive, and cabin suppliers.

Next step

Read the three appointments in one go. The scopes are close together in such a way that if you qualify for one you will usually qualify for the others, and the cost of bidding on the set is only very slightly higher than that of bidding on one alone.

Dates to mark

Kamakhya and Govindghat independent engineers close 13 October 2026.

The Shift

India added roughly 18,000 km of national highway maintenance contracts in one year, taking coverage to about 47,000 km

According to the Ministry of Road Transport and Highways' figures, the national highway under maintenance contract increased from about 29,000 kilometres to 47,000 in one year. Sixty per cent more road is now paid for to keep it to a standard.

In the highways sector, this part of the market has expanded and purchases differently from construction. It buys under a rate contract, not a bill of quantities. It purchases continuously and renews rather than ends.

Required equipment should be widely distributed: survey vehicles, patching plants, line marking equipment, crash barriers, signage, and depots close enough to reach defects within the contract's response time. This favours regional operators with yards over national contractors with fleets.

The qualification process is also different. With condition-based payment, the client acquires an outcome, so your reference list should show outcomes, not completed lengths.

Who should act

Contractors who carry out road maintenance, companies that carry out surveys of pavement conditions, firms which provide line markings and crash barriers, manufacturers of signage, and regional operators who have depot networks.

Next step

Calculate the proportion of your highway revenues renewed without a new bid. If this figure is low, you are not in the growing half of the market, and the entry cost is that of a depot rather than a plant fleet.

A Kullu to Manali highway supervision contract for the operating period closes on 29 October 2026

The National Highways Authority of India will engage a supervision consultant for the period relating to the operation and maintenance of NH-21 between Kullu and Manali, the contract ending on 29 October 2026.

Before checking your capacity, first verify your empanelment. The appointment applies to the operating period, not the construction phase. Having a construction supervision panel will not place you on this list.

This is not a one-off instance. When we looked at the National Highways Authority of India's list of fourteen independent engineer procurements on 20 September, seven states stated the engineer was to be engaged for operation and maintenance, and only two were for construction.

The rewards offered by the scheme are condition assessment, measuring performance against a standard, and certifying payment on that basis over several years. Fewer companies can demonstrate this than those able to oversee a build.

Who should act

Consultancies providing highway supervision, specialists in assessing the condition of pavements and structures, and independent engineers who are developing experience over time in the course of operations.

Next step

Find out today if your empanelment includes coverage for supervision during the operating period. If it does not, this closing date is when you must learn what that gap has cost you. Search for it on etenders.gov.in under Tenders by Organisation on the National Highways Authority of India's website and check the closing date.

Environmental clearance pipeline: Out of 156 port projects, 48 of them are through

Out of the 2,332 proposals on file on 16 August 2026, 156 concern port infrastructure. Forty-eight of these have received environmental clearance, which means the assessment has been carried out and construction can now be scheduled. An additional 50 have been given terms of reference, which is the scoping decision that initiates the formal assessment.

The port pipeline is the newest one. The chemical sector is by far the largest with 422 proposals and 239 approved, while cement has 221 proposals and 101 cleared. In neither case does nearly one third of the pipeline lie at the scoping stage, which is what a wave looks like before it reaches it.

The key to it all is timing. A project which has received clearance is one that now presents a chance for construction. A project at terms of reference is one that now offers the opportunity for design, survey and consultancy and will then provide a construction opportunity in about two years.

Who should act

The companies that work on the scoping stage include marine and dredging contractors, suppliers of port equipment and cranes, and the environmental, geotechnical and survey consultancies. Also involved are the infrastructure lenders who are developing a port origination pipeline.

Next step

Consider the 48 proposals that have been cleared to be your present bid list and the 50 at the scoping stage to be your business development list; these are lists maintained by two different teams over different years.

The Pattern ◆

The state has stopped buying roads and started buying their operation

This was reported this week: a toll collection contract at Gorakhpur, the NHAI being within ₹17 billion of its ₹300 billion monetisation target, and four railway projects having been approved at a cost of ₹736.23 crore.

What the data reveals under the surface is that half of NHAI's live supervision procurement is allocated to the operation of roads rather than to their construction. Coverage of maintenance contracts on the national network increased from about 29,000 km to about 47,000 km within one year. Moreover, in the same year, both of the rail public sector construction companies moved into competitive-majority order books: IRCON reached 53.9 per cent, and RVNL was structurally balanced for the first time in its history, with margins of 4 to 5 per cent.

The point that almost no one has linked together is this: in March the Ministry of Railways suggested merging IRCON with RVNL, a move now involving the Finance Ministry, the Department of Public Enterprises and the Cabinet Committee on Economic Affairs. Neither of the two companies' FY2025-26 annual reports refers to it. The merger is merely a proposal and not an approved one.

Who should act

Road builders whose prequalification is for construction. Operations, maintenance and tolling contractors. Rail contractors bidding for work that used to be nominated.

Next step

Test your prequalification against an operations contract rather than a construction one. The two do not use the same documents.
