Industrial buyers are contracting out the plants they used to build themselves

A 810.79 crore rupee order for 160 precision guided weapons was placed under the indigenous design category

The Ministry of Defence signed a contract worth 810.79 crore rupees with Bharat Dynamics Limited on 23 September for 160 satellite guided smart anti airfield weapons and associated equipment for the Indian Air Force, designed by the Defence Research and Development Organisation.

The procurement category is the part that reaches suppliers. Buy Indian, indigenously designed, developed and manufactured, with 60% indigenous content, deliveries in 2027-28 and 2028-29. Seekers, navigation, actuation, warhead and airframe all have to be sourced or made in ways that survive an audit of origin, and that pushes qualification down two and three tiers of the supply chain.

Who should act

Precision machining and forging suppliers, navigation and actuation component makers, electronics and seeker subsystem firms, and test and qualification laboratories.

Next step

If you supply into guided weapons, check whether your parts can be evidenced as indigenous under the content rules. The audit reaches further down than most suppliers expect.

Dates to mark

Contract signed 23 September 2026.

The Shift

A steel group has launched an electric truck and bus brand with a 2,500 crore rupee first phase

JSW Greentech launched Ampstar, its electric commercial vehicle brand, on 22 September, backed by a first phase investment of about 2,500 crore rupees in a 90 acre plant at Chhatrapati Sambhajinagar with capacity for 15,000 vehicles a year, 10,000 buses and 5,000 trucks.

A steel group moving into vehicle assembly is a vertical integration play from the material end rather than a vehicle maker adding a powertrain. Buses in India are bought in fleets on gross cost contracts by state transport undertakings, which is a procurement business. Trucks are sold to operators one or a few at a time.

Those are two different companies inside one plant, and the supply chains diverge at the chassis.

Who should act

Battery pack and motor suppliers, bus body builders, charging infrastructure providers, and component makers serving commercial vehicle assembly in Maharashtra.

Next step

If you supply commercial vehicles, ask which of the two product lines your part fits. The bus and truck supply chains separate early.

An industrial buyer is procuring a 20 MWh battery system, closing 13 October

Cochin Shipyard is procuring a 20 MWh, 10 MW battery energy storage system, closing 13 October.

The buyer builds ships. It is purchasing storage for its own load, which puts the specification, the approval chain and the vendor registration inside an industrial company.

For a supplier used to renewable developers, that is a different door. The registration is with the shipyard, the technical evaluation is done by its own engineers, and the bidder list is shorter.

Who should act

Battery storage integrators and engineering contractors, and suppliers registered with energy buyers but not with industrial ones.

Next step

Confirm your vendor registration with Cochin Shipyard before reading the documents. Verified closing is 13 October at 2:00 pm.

Dates to mark

Closes 13 October 2026 at 2:00 pm.

Solar module assembly line in an unfinished factory hall, with cell strings on the machine bed and rows of trusses receding.
Solar cell trays stacked beside a module lamination line. Illustrative.

India added five times more solar module capacity than cell capacity in six months

Module manufacturing capacity added in the first half of calendar 2026 was 50.6 GW. Cell manufacturing capacity added in the same period was 9.7 GW. The ratio is 5.2 to one.

Those are different industries wearing the same name. A module line laminates cells into a panel. A cell line is a semiconductor process, an order of magnitude more capital intensive and far slower to qualify. The ratio means that most of the new module capacity has no domestic cell behind it. The value that sits in the cell is still being imported, and the assembly is what has been localised.

The gap is also the opportunity. It is a precisely sized domestic market for anyone who can build and qualify cell capacity.

Who should act

Cell manufacturers and their equipment suppliers, wafer and paste vendors, module assemblers dependent on imported cells, and developers with content obligations at cell level.

Next step

Trace your module supply to the cell and ask where it was made. On this ratio the odds are that it was not made here.

The Pattern ◆

The Strategist · The Operator · Profit and Planet

Ammonia plant revamp site with a new heat exchanger on cradles and pipe racks receding into the distance.
A heat exchanger bundle being lowered into a process structure. Illustrative.

Industrial buyers are contracting out the plants they used to build themselves

A fertiliser producer placed a 797 crore rupee order on a contractor for an ammonia energy efficiency revamp. A car maker commissioned a 300 kW green hydrogen electrolyser plant at its own Manesar facility, blending hydrogen into natural gas for manufacturing. A port authority is building a 2,300 crore rupee e-methanol plant with a chemicals company rather than alone. In each case, the capability is bought in rather than developed internally.

What is being purchased is not equipment but a guaranteed outcome: a consumption figure, a blend ratio, a tonnage a day. The contractor carries the process risk and the buyer carries the offtake.

That shifts where the engineering depth has to sit. The buyer needs enough capability to write and police the guarantee. The contractor needs enough to stand behind it. Firms in the middle, who can do neither, get squeezed.

For suppliers the practical consequence is that your customer is increasingly the contractor rather than the plant owner, and the specification is written to a performance guarantee rather than to a datasheet.

Who should act

Process plant contractors, equipment suppliers selling into guaranteed performance contracts, electrolyser and carbon capture vendors, and owner's engineer consultancies.

Next step

Find out whether your customer is the plant owner or the contractor on your next three enquiries. On performance guaranteed work the specification authority has moved.
