Indian ports are being financed as infrastructure assets rather than funded as public facilities

A 17,167 crore rupee outer harbour at Tuticorin is split into two different contract models

The outer harbour development at V.O. Chidambaranar Port Authority, Tuticorin, at 17,167 crore rupees, was recorded as cleared by the appraisal committee in June 2026 and reported approved in late September. The split is the item: 11,733.28 crore rupees for breakwater, rock bund, wharf, capital dredging and onshore works on hybrid annuity mode executed by the port authority, and 5,434.09 crore rupees for the container terminal on design, build, finance, operate and transfer terms. Three year completion target.

Two models on one project means two different bidder sets. Marine civil and dredging contractors compete for the first package on construction terms. Terminal operators compete for the second on concession terms, with traffic risk.

For suppliers that distinction decides who your customer is. Cranes, straddle carriers and terminal systems are bought by the concessionaire, not by the authority, and that purchase comes later.

Who should act

Marine civil and dredging contractors, breakwater and rock supply firms, container terminal operators, and crane and terminal equipment suppliers.

Next step

Establish which of the two packages you are qualified for before spending on either. The marine works and the terminal concession are bid on different criteria and on different clocks.

A shipping line has run its first import block train in India carrying more than one customer's boxes

Adani Logistics ran what is described as Maersk's first multi carrier import block train in India on 26 September, from the Mundra terminal to the inland container depot at Patli, carrying consignments for Red Bull India on the inaugural run.

A block train runs point to point without marshalling. Filling one with a single importer's cargo needs volume most importers do not have. Filling it with several importers' boxes is a consolidation service, and that is the change.

For a mid sized importer this is the difference between rail being theoretical and rail being available. You no longer need a trainload of your own to use one.

Who should act

Importers moving less than a trainload through Mundra, customs brokers and consolidators, inland container depot operators, and road hauliers on the Mundra to National Capital Region corridor.

Next step

Ask your forwarder whether your import volumes can ride a shared block train rather than road. The qualifying volume for rail has just dropped.

Two new customs locations have opened in the Andaman and Nicobar Islands

The Central Board of Indirect Taxes and Customs issued notification 76/2026-Customs (N.T.) on 23 September under Section 7(1)(a) of the Customs Act, 1962, amending the 1994 notification, to designate Campbell Bay and Car Nicobar as customs locations for unloading imported goods and loading export cargo.

A customs location designation is the switch that makes a place legally usable for international cargo. Campbell Bay sits at Great Nicobar, alongside the transhipment development planned there. Designating it now is the administrative step that has to precede any international call.

Who should act

Shipping lines and agents planning Andaman and Nicobar calls, customs brokers, and contractors and suppliers working the Great Nicobar development.

Next step

If you have an interest in the Great Nicobar programme, note that the customs framework is being built now. The administrative sequence is a better schedule indicator than the construction announcements.

Deendayal Port has crossed 90 million tonnes with 27% growth on the year

Deendayal Port Authority announced on 28 September that it has crossed 90 million metric tonnes of cargo, with 27% growth year on year.

The port handled 160.11 million tonnes in FY 2025-26. This is a capacity indicator as much as a volume one. Berth productivity, yard space, rail and road evacuation all have to move together or the growth turns into congestion at the gate.

Who should act

Bulk cargo shippers using Kandla, road and rail hauliers on the Gujarat corridors, warehousing operators near the port, and cargo handling equipment suppliers.

Next step

If you move bulk through Kandla, ask about evacuation capacity rather than berth capacity. On this growth rate the constraint moves inland.

Indian ports are being financed as infrastructure assets rather than funded as public facilities

Three things in one week. A statutory mega port category was notified on 25 September with a published tonnage threshold and a five year term. A port authority raised 70 million dollars of labelled blue financing from the International Finance Corporation for shore power. A 17,167 crore rupee outer harbour was structured as hybrid annuity for the marine works and a concession for the terminal.

Each of those is a financing instrument. A threshold based statutory category is something a lender can underwrite against. Labelled finance ties drawdown to measured outcomes. Splitting marine works from the terminal puts construction risk and traffic risk with different parties.

The direction is that port capital is being raised on the asset's own characteristics rather than allocated from a budget. That opens the sector to a wider set of investors, and it puts more weight on measurement, availability and traffic evidence than on the engineering.

For suppliers the consequence is documentation. On financed structures the performance you promise is the performance somebody has to report.

Who should act

Terminal operators and their lenders, marine and shore power equipment suppliers, project finance advisers, and sustainability assurance providers.

Next step

If you supply into a financed port structure, ask what has to be measured and reported. On labelled instruments that obligation reaches your equipment.
