Eight design consultancies close between 5 and 9 October, including the Tambakhani tunnel and two Uttarakhand hill alignments

Dilip Buildcon is lowest bidder at 688.23 crore rupees for a nine and a half kilometre elevated corridor at Solapur

The National Highways Authority of India declared Dilip Buildcon Limited lowest bidder at 688.23 crore rupees for a four lane elevated corridor on NH-65 through Solapur city, from kilometre 0.050 to kilometre 9.710, on hybrid annuity mode. Reported 28 September.

The scope matters more than the value. An elevated corridor through a city is a precast and launching job with long lead times on girders and bearings, built inside live traffic. That is where the programme risk sits, not in the structure.

Who should act

Precast yards and girder launchers, bearing and expansion joint suppliers, traffic management contractors, and lenders sizing hybrid annuity exposure.

Next step

Track the letter of award, not this announcement. Subcontract packages are let after financial close.

The Shift

Survey and land preparation sit at the start of a highway alignment, before any road is built. Illustrative.

Detailed project reports are being bought with pre-construction services attached, which moves land and survey liability to the consultant

Several of the design consultancies open at the Ministry of Road Transport and Highways are not for a report alone. They are for the preparation of a detailed project report and pre-construction services, and at least one adds survey and preparation of the land plan to the same scope.

Pre-construction services and land plans are where a highway programme actually slips. Bundling them into the design appointment moves that exposure from the authority to the consultant.

The fee looks larger. The risk inside it is larger still, and it is a different risk from drawing a road.

Who should act

Design consultancies pricing DPR bids, survey and land acquisition specialists, professional indemnity insurers, and joint venture partners allocating scope.

Next step

Read the scope before the fee on any DPR tender this month. If pre-construction services or the land plan are inside it, price the programme risk, not the drawing hours.

Eight design consultancies close between 5 and 9 October, including the Tambakhani tunnel and two Uttarakhand hill alignments

Eight of the Ministry of Road Transport and Highways' 28 open detailed project report consultancies close within five days. Among them are the rehabilitation of the Tambakhani tunnel on NH-34, the Gangotri to Heena alignment and the Bhairoghati Nelong Naga alignment in Uttarakhand, and two Madhya Pradesh packages for the improvement of existing stretches on NH-752B and NH-43.

Tunnel rehabilitation and high altitude alignments are not general highway design. They need geotechnical and tunnelling capability on the team at bid stage.

Who should act

Design consultancies with tunnelling and hill road capability, geotechnical investigation firms, slope stabilisation specialists, and survey companies working the Himalaya.

Next step

If you hold tunnelling capability, look at the Tambakhani package first. It is the one with the shortest list of qualified bidders.

Dates to mark

Eight DPR consultancies close between 5 and 9 October 2026.

The Number

Thread: highway-operationsSince last time the share can be measured. One in five live highway tenders is now for keeping a road, not building one.

Fifty five of the 272 live tenders at the Ministry of Road Transport and Highways are for maintenance, renewal or toll operation

One in five of everything the Ministry of Road Transport and Highways currently has in the market is short term maintenance, periodic renewal, maintenance contracting or toll operation. The count is 55 of 272.

172 are works packages and 28 are detailed project reports and feasibility studies. The authority is buying roughly one piece of upkeep for every three pieces of new construction, and the upkeep contracts run for years rather than months.

Who should act

Road maintenance contractors, pavement and bitumen suppliers, toll operations companies, highway furniture and marking contractors, and plant hire businesses sizing multi year utilisation.

Next step

If your pipeline model still treats maintenance as the tail of a construction contract, rebuild it. On this board it is a fifth of the opportunity in its own right.

The Pattern

The Strategist · Bridging the Deficit

Cleared, graded highway corridor with a motor grader and rows of survey stakes receding into the distance.

Thread: clearance-pipelineThe highway file at the first gate is the construction market two years out, and it is fifty deep.

Fifty highway and expressway proposals sit at the first environmental gate

Fifty highway and expressway proposals have not passed the first stage. That is the point at which design, survey and alignment work is live and construction is not.

Read with the Ministry of Road Transport and Highways' 28 open design consultancies, the design market is busy and the construction market is being prepared. The gap between the two is one to three years.

Who should act

Design consultancies, environmental and social impact consultants, survey firms, and contractors planning capacity for 2028 and 2029.

Next step

Treat the first gate population as your 2029 construction pipeline and your 2027 consultancy pipeline. They are the same fifty projects at different stages.
