Odisha's 627 km highway design program is on its third tender call

The Bhubaneswar regional office of the Ministry of Road Transport and Highways has four detailed project reports (DPR) and feasibility tenders live at once. Published on 9 and 10 October, they cover roughly 627 km of highway. Every single package is currently on its third call.

The packages cover four key stretches across the state. They include widening NH-26 from chainage 351/480 to 434/767, feasibility and DPR work for NH-326 (Podamari to Mohana) and NH-326A (Mohana to Paralakhemundi), four-laning 239.9 km of NH-57 between Balangir and Nayagarh, and four-laning NH-26 from Barpalli through Balangir, Kesinga, and Bhawanipatna to Junagarh.

Who should act

Highway design and engineering consultancies, DPR specialists, state public works contractors and lenders sizing Odisha exposure.

Next step

A third call means the first two attempts drew no qualifying bid, so the bidding position is unusually favourable. If you hold the qualification, decide this week rather than next.

The Shift

Himachal Pradesh is buying highway lighting as a five-year service, not just an installation

The Shimla regional office published a tender on 8 October under the Public Works Department, Himachal Pradesh for a centralised control and monitoring system for highway lighting. The contract covers supply, installation, testing, and commissioning, but attaches a five-year operation and maintenance (O&M) mandate. Bids close on 25 November 2026.

The five-year O&M mandate changes the bidding equation. This is not a lighting supply order. The successful bidder must account for software support, field servicing and recurring maintenance costs alongside equipment and installation. Manufacturers without long-term service capabilities may need an operating partner to deliver the full contract.

Who should act

Lighting and control system manufacturers, monitoring technology providers, highway facilities managers, and field service contractors with long-term service capabilities.

Next step

If you only ship product, find a service partner before the pre-bid meeting. The buyer is purchasing an availability outcome and the bid will be scored on that.

Dates to mark

Bids close 25 November 2026.

The Joshimath bypass design mandate closes on 23 November

The DPR and pre-construction tender for the two-lane Joshimath bypass closes on 23 November 2026. Published by the Dehradun regional office on 7 October, the scope includes examining the previously foreclosed bypass alignment alongside alternative routes.

The earlier bypass alignment is back on the table, but it is not the only option being considered. Consultants will need to examine what can still work, what needs to change and whether an alternative route makes more sense.

Who should act

Highway design consultancies, geotechnical investigation firms, slope stabilisation specialists, and engineering firms with Himalayan road experience.

Next step

Verify your slope stabilisation and landslide treatment references before the pre-bid meeting. If you lack the required expertise, consider bringing in a specialist partner.

Dates to mark

Closes 23 November 2026.

Seven highway design tenders in seven days

Seven DPRs and feasibility tenders were published on the Ministry of Road Transport and Highways board in the seven days to 11 October 2026. Four came from Odisha, two from Uttarakhand and one from Assam.

Of the 290 live tenders, much of the activity centres on maintenance, special repairs, and road safety. These seven design tenders stand out because they offer an early view of where future highway construction could take shape. The projects are still at the planning stage, but the procurement process has begun.

Who should act

Anyone whose order book depends on highway construction starting in three years. Design tenders offer an early view of the next construction pipeline.

Next step

Filter your tender alerts for consultancy and detailed project report categories. Those are the only items on the board that say what will be built rather than what is being patched.

The Pattern

Hill state tenders are focusing on fixing landslides rather than building new roads

Recent tenders in Uttarakhand and Himachal Pradesh show a concentration of work around landslide treatment, difficult alignments, and repairs to existing highways.

Current listings range from DPRs specifically targeting landslide areas to alignment studies for a foreclosed project and a 100-metre bridge paired with slope mitigation at Netala. The rest of the board focuses on heavy restoration, including special repairs on the Sainj to Luhri to Aut road and targeted maintenance on NH-707A.

In the hill states, the specification has shifted from building the road to keeping the hillside standing.

Who should act

Slope stabilisation contractors, geotechnical investigation firms, retaining structure specialists, instrumentation suppliers and landslide treatment contractors.

Next step

Stop reading hill state tenders as a sideline. For these categories they are now the primary market, and the scope sits in the tender title rather than buried in a bill of quantities.
