Four port concessions, two ports, one quarter

Kamarajar Port at Ennore has two public private partnership concessions in the market. The second container terminal is out as a request for qualification cum request for proposal on design, build, finance, operate and transfer terms, and general cargo berth 1 is out as a request for proposal for upgradation, equipping, operations, maintenance and transfer.

Kolkata Port has two more. Container and coal berths at Balagarh on design, build, finance, operate and transfer terms, and the development of KPD II as a multi-modal terminal on the same basis.

One is greenfield capacity, one is an existing berth being handed over to be upgraded and run, one is inland river capacity and one is a multi-modal terminal.

Who should act

Terminal operators and consortium builders. Crane, conveying, dredging and coal handling suppliers behind whoever wins.

Next step

A concession is not one contract. The winner finances, builds and then operates, which means a decade of procurement by an operator who does not exist yet. Get onto the bidder consortia now, not the tender list later.

The Shift

The Innovator · The Operator · Profit and Planet

Paradip is hiring its third battery electric tug

Paradip Port Authority has a live tender for the hiring of a third battery operated electric tug of 60 tonne bollard pull. Alongside it the same port is hiring a 70 tonne bollard pull conventional tug on a seven year term for cape vessel and single point mooring work, so the electric fleet is being built for the routine work while the heavy duty stays conventional.

Who should act

Battery, charging infrastructure, marine electrical and vessel build suppliers.

Next step

A port does not reach a third unit on a technology it is still trialling. Harbour craft electrification in India has moved past demonstration, and Paradip is now the reference every other port will be asked about.

The Window

Container and coal berths at Balagarh, on the Hooghly, sixty three days to bid

Kolkata Port, operating as Syama Prasad Mookerjee Port Authority, has a request for proposal open for the development of container and coal berths at Balagarh in West Bengal, on a design, build, finance, operate and transfer basis through public private partnership. Published 31 August, closing 14 December 2026.

Balagarh sits upriver on the Hooghly, which makes this inland river capacity rather than coastal, built where the national waterway already runs.

Who should act

Terminal operators and consortium builders. Dredging, crane, conveying, coal handling and rail connection suppliers behind whoever wins. The opportunity is a decade of procurement by a new operator.

Next step

Sixty three days is enough time to form a consortium, which is precisely why the runway is this long. Decide whether you are leading or supplying before the pre-bid.

Dates to mark

Closes 14 December 2026.

189 live tenders across 22 organisations

The transport, logistics and trade buyers on the central procurement portal carry 189 live tenders between them today, spread across 22 separate organisations.

The maritime share alone is 141 across twelve organisations: Andaman and Lakshadweep Harbour Works 25, the entry filed as Ministry of Shipping 22, Kolkata Port 19, New Mangalore Port 14, Inland Waterways Authority of India 13, the Directorate General of Lighthouses and Lightships 12, Mumbai Port 9, Chennai Port 8, the Directorate General of Shipping 6, the National Institute of Ocean Technology 6, Jawaharlal Nehru Port 5 and Mormugao Port 2. Urban and other rail adds 34 and trade bodies 14.

The grouping of 22 organisations into transport, logistics and trade, and the maritime subtotal of 141, are TNF India's own count from the full organisation listing on the Central Public Procurement Portal.

Who should act

Anyone running tender alerts on the central portal for transport work.

Next step

Highways file 290 tenders under one name, so they look like the whole of infrastructure. Transport files 189 under twenty two names, so it looks like nothing. Search by organisation, not by ministry.

The Pattern

Delhi Metro is building everybody else's metro

A third of Delhi Metro Rail Corporation's 27 live tenders are not for Delhi.

They include traction, auxiliary substations and cabling for the underground section of corridor 2 of the Patna metro. Electrical, mechanical, diesel generators, environment control, tunnel ventilation and building management for Patna's underground stations. Telecommunications for both Patna corridors. Automatic fare collection for 24 Patna stations with an acquirer bank. Design consultancy for the 25 kV overhead equipment, power supply and supervisory control of the Jaipur metro Phase 2. And track maintenance labour and machinery for Chennai metro Phase 2 operations.

Who should act

Every supplier into Indian urban rail.

Next step

A supplier chasing the Patna, Jaipur or Chennai metro is not selling to those cities. It is selling to a procurement team in Delhi, on Delhi's terms. One approved vendor list reaches several projects at once.
